It was bad enough that this treaty was defeated based on some really ridiculous arguments about the sovereignty of the U.S. being jeopardized, but what a painful spectacle to enact in front of Bob Dole.  He was wheeled into the Senate chamber to watch as his own party and some former colleagues gave the bill, and him, the back of its collective hand.  What a shameful moment.
